Kenya's Valuation Legal Framework Explained

Valuation practice in Kenya is governed principally by the Valuers Act (Cap 532), which establishes the Valuers Registration Board and restricts the practice of valuation to registered valuers. Estate agency practice is governed separately by the Estate Agents Act (Cap 533).

A valuation report intended for mortgage, insurance, statutory or court purposes must be prepared and signed by a valuer registered under Cap 532. A report signed by an unregistered person is not merely poor practice; it may be inadmissible for the purpose for which it was commissioned.

Professional membership of the Institution of Surveyors of Kenya sits alongside statutory registration and brings conduct and disciplinary obligations. Technical standards are drawn from the IVSC International Valuation Standards, the RICS Red Book, and the ISK Blue Book.

For institutions instructing valuation work, the practical due diligence is straightforward: confirm current VRB registration, confirm ISK membership, and confirm the level of professional indemnity cover held relative to the value of the assets being reported on.
